    Too much polysyllabic circumlocution. Can a red-blooded American tell me whether this applies to someone who drives a street-legal, highly-modified/primarily stock, DOT approved, four-wheel drive part-time capable, vehicle capable of 30mph - unless stuck in traffic, commonly reffered to as a Jeep - unless in posession of Nick -in which case term "POS" applies?

    I'm not a lawyer, and this does not constitute legal advice, but no, this does not apply to Jeeps or POSes, nor can it be interpreted to be, except by:
    an Attorney General (who, being a lawyer, interprets the law however it suits them if they think they can get away with it),

    a peace officer with suboptimal reading comprehension (no worries there),

    a peace officer
    a) who is confused between the LAST AG's interpretation, and the CURRENT AG's interpretation,
    b) who is having a bad day,
    c) who doesn't like you/ your face,
    d) who doesn't like your Jeep (or POS),
    e) whose thinking is donut-clouded due to high blood sugar and caffeine-induced psychosis,
    f) whose thinking is donut-clouded due to post-donut insulin response induced sleepiness and caffeine-induced psychosis,
    g) whose thinking is donut-clouded due to post-donut-post-insulin-response low blood sugar and caffeine-induced psychosis,
    h) who wants a bribe
    or
    i) any possible combination of the above
    or
    j) who doesn't need a reason anyway

    Otherwise, don't think there is any cause for concern unless the legislature tries to sneak through another law that might unambiguously target Jeeps (and POSs).

    If we have to start wearing helmets, does that mean we also need to adopt the "loud pipes save lives" philosophy?

    I hope not. To an extent I can appreciate it, but some of those bikes are obnoxious.

    In Riverside county, ALL "offroading" activity is illegal. The law is enfoced under the auspices of "noise polution". Can anybody tell me how a stock exhaust on a dirt trail over a mile from any residential areas is louder than the jackwagon that is perfectly legal to run a straight-piped Harley down my street at two in the morning?!
    How do we get moronity like this overturned? Seems that the do-gooder legislators need the mandatory protective headgear - and rubber tipped eating utinsils to minimize the risk of hurting themselves.

    Reasonable people often expect others to be reasonable too. Generally they'd prefer to mind their own business and leave others alone. "Moronity" as you put it, knows no limits, is not reasonable, and always has an axe to grind with someone else. Moronity is so busy and persistent that by the time enough of the reasonable people wake up, it's often too late.
